Can the signal the phone sends be emulate by a chip?
The answer, as always, is “it depends”. A JavaCard applet can likely do the same as what their app does, sure. But it’s useless if it’s a web-sourced token that changes all the time.
If it’s not EMV, then the payment reach of such a wallet is likely limited.
