If you just want to set the UID you can use
hf mf csetuid --uid <UID>

Gen1a tags can be especially sensitive to coupling errors, in particular they can be easy to overwhelm with too strong of a signal
Try moving the card on/under/around the PM3 to see if you can get a functional connection. My cards like to hang sort of half-on half-off the PM3
You can also confirm that it really is a Gen1 with hf mf info

cload needs the -f flag before the filename
Use csetuid if you just want to change the UID instead of loading a dump
