Unfortunately, the technology you are looking for does not exist. The device would be way too big, be difficult to install, and would need to be wirelessly charged on a regular basis. And the kicker? Batteries in implants are a no-no.
May I suggest searching for “Horse GPS halter”? You can get different models for around $150-$300, and some are supplemented with solar power to extend battery life.
