It is. The reader on the picture is a Destron Fearing GPR+, and the ID shown on the LCD screen starts with 985 - quite typical of FDX-B tags.

But nooo, no cat should be forced to suffer through that healing process! 
(Just a sidenote - I caught the edge of my flexy with my ring this morning, while using a handcream. Stupid me. Hurt like a bitch and made me feel slightly sick for about two hours, just because it was such an ugly feeling 
)
