Disconnect the blue wire and touch the gray to the wire where blue was. If there is an electrical connection, it will power the actuator immediately. If not you have a bad connection.
That moved the actuator but did not power the board
Lol it wouldn’t. The board has its own powersupply–the red and black leads.
It seems to me that the connections under your tape or at the wago are not making contact since it worked connected to the nc lead

When i wire this to my truck can I run both off of the truck battery?

Ignore that.
Do this:
Red and yellow to batt hot
Black to batt neg and one of the actuator leads
Blue to the other actuator lead
Touch white to batt neg briefly when it is powered on
