Technically true but the glass surface is not particularly permeable, and a proper gentle soap and water cleaning followed by a long term soak in chlorhexidine for 48 hours is sufficient against most bacteria. For added protection an prophylactic application of antibiotics with installation could cover the remaining risks quite well.
If the surface of the glass was scarred or damaged in some way I would agree, do not install. Otherwise, with proper professional preparation, it should be very low risk to reinstall after proper cleaning.
