Transplanting a writeup I did about how the glow powder works and why some colors appear brighter from the discord for posterity:

It’s a bit complex. The “persistent phosphorescence” happens because of point dislocations (voids) in the crystal lattice, which trap electrons (and phonons which are just vibrational energy). The europium and dysprosium atoms are dummy thicc and interrupt the crystal structure which does several things: increase the prevalence of these dislocations, reduce electron mobility throughout the lattice which reduces conventional relaxation states, eliminates some “forbidden transitions” which are statistically unlikely but inevitable.

Green and cyan are the brightest because the shorter the differences in frequency between the absorbed light and emitted light, the more stable and consistent the re-emission will be. It’s just a higher percentage of the incident light is trapped in the persistent phosphorescent states, compared to conventional relaxation states which do not re-emit light (photons) or forbidden transitions which re-emit the light on nanosecond timescales (like fluorescent pigments do). For larger frequency transitions like orange and red, the crystal structure is different and less efficient at absorbing the UV light in a useful way, and therefore less gets trapped in the dislocations so it can be re-emitted. It’s all probabilistic so some of the red glow powder particles may be emitting light twice as long as a similar green one, but in aggregate we’ll perceive it as shorter and dimmer.

Also important to note is that green is brighter than cyan because of the sensitivity and density of different cones in our eyes, and the absorption spectrum of our tissues allowing the light in and out
