ACR122U is pretty cheap and connect to any computer with a usb port. That could help rule out any issue with your phone/apps on your phone.
(I think DT has them too)

I am no expert here but I agree that it looks like another app is just hijacking the tag whenever it’s read and it’s failure prevents anything else from succeeding.
I’d check and see If there is a setting in your phone anytlwhere that lats you set the default ap for nfc.
If not, I’d uninstall all nfc apps other than the nfc she’ll one we are using to try and fix it
