Hell yeah, really cool!
From my experience, the powder needs to go a little deeper in the skin from where ink normally would stay. Deep enough that it will leave more or less visible scars. Depending on how deep the cuts are and how you form scar tissue it may or may not mess with the look of the tattoo. I would do a small experimental test area first, if you decide to try it anyway. And even if you potentially could do some shading with the poking method, this is no project for hand poking, uh-uh. Someday there will be alternatives for pieces like this, it has to!! 
1 week update. Mostly cleaned up, letting it air dry a bit.

First attempt at stick n poke glow powder application. Looks like it went fairly well, find out in a week or two.
Did 4 passes, cleaned and lightly scrubbed so whatever is here hopefully stays. After it heals I’ll go back and do a couple more to fill it in.

How difficult was this to do to yourself? Pain from 1 to 10. I tried a scalpel but couldn’t get the job done myself.

Finished some fingers, and testing some Mothra enhancement. 1st pic is in the dark, other 2 are NightMode.
Eyes and Antenna. After it heals and I get more practice at the stick-n-poke, I’ll try and follow some edges and add in a couple lines in the wings.
Need more safe colors, have too many other tats that could use some glowy.

Other colors will glow for a short time. But I guess that if you’re ok with that, you could ask if it’s possible to buy some as custom work?
Currently I believe only green and aqua have tested as safe products that are actually strontium based. Blue, Purple, as well as yellows and reds, are either calcium strontium aluminate, or yttrium based.

Once more, I bring you an xray, but this time, of the glow scar in my wrist. As I haven’t yet posted a picture of the result, here it is:
As you can tell, the blue line has dissolved into my body (yikes). But the green line is strong.
Here is the stretched xray, 1sec exposure, 60kv, 2.3ma tube. (note that the image appears flipped due to how xrays work, the top of the image is the side of my thumb, and the right side is my hand)
Here is the linear light stack, if you’d like to directly compare values
Overall, conclusions remain similar, about as much xray absorption as a bone.
