Are you sure? I read it as the original price being 199 euros, discounted once at 99 euros, then once more at 49.50. 49.50 seems to be the final price, not one of two installments, because in Mrln’s screenshot, it says “Discount -€49.50”.

You don’t pay import duties obviously, since you don’t import anything. Or rather, Walletmor paid for import duties - possibly not on the whole product but on the value added in the US, i.e. the transformation work done to the chips - and baked the cost into the retail price.
What you might end up paying is the VAT difference, if the VAT in Poland is lower than in Czechia.
Also, you might die of old age before Česká pošta delivers it to your doorstep.
